In addition to the CE mark, the Turkish government also publishes the "list of mandatory import standards" every year, mainly food, industrial equipment, vehicles, fire products and textiles.

For products not covered by EU directives and products not covered by EU directives but still included in Turkey's domestic mandatory standards, they must be tested according to the requirements of Turkey's mandatory standards and obtain TSE certification before they can be sold in Turkey's market through customs.

Scope of TSE certification in Turkey

Household appliances: household gas cookers, elevator construction and installation safety, household water heaters, cooking pans, fryers, electric cups, small pans, load-bearing resistors, fluorescent lamps, etc.

Building supplies: wood preservative, rubber, adhesive of load-bearing wooden frame, wooden instrument panel, radiator, fireproof clothing, anti high fuse, radiator and convection heater, fiberboard, plastic piping system, resilient floor, building glass, fire hose, geometric total props, durability of wooden products, thick insoluble products, concrete Mortar and grout mixtures, chemical resistant liquid and gas coats, pigments and varnishes, adhesives, welding, ceramic tiles, etc.

Medical products: oxygen absorbing equipment, soundproof device, respirator, sterilizer and biological system of disinfection process, packaging material system of instruments to be disinfected, sphygmomanometer, dental appliances, sterilized urinary catheter, biological evaluation of medical instruments, double crutches, etc.

Mechanical supplies: Flanges, copper and copper alloys, underground coal mine anti riot equipment, trolleys, valves, gears, mechanical safety equipment, building bearings, industrial processing control valves, woodworking machinery, pressure control flow devices, escalators and passenger conveyors, separators for light liquids such as oil and gasoline, smoke and heat control systems, transportation belts, etc.

Turkish TSE certification process

(1) Tse inspection

a) The Turkish Ministry of industry and trade authorizes the Turkish Bureau of standards TSE to check the conformity of products requiring CE mark before customs clearance and issue a confirmation letter.

b) According to the provisions of the official bulletin of Turkey's foreign trade standardization No. 2005 / 1, the products within the scope of Turkey's mandatory standards must be inspected by the Turkish Bureau of standards (TSE) and obtain the certification certificate. If the importer claims that its products comply with the corresponding international standards (ISO, cen, IEC, CENELEC, ETSI), the inspection may be carried out in accordance with the international standards as required, otherwise the inspection shall be carried out in accordance with the mandatory standards of Turkey. The importer shall submit the TSE certificate to the Customs for confirmation.

(2) Tse certification procedure

1) The applicant shall fill in the application form according to the requirements of TSE;

2) Tse will evaluate the application and judge whether to accept the application;

3) Tse assigns an inspection team;

4) Tse coordinates with the applicant to determine the inspection date, inspection process, trigger plan and accommodation arrangement if necessary;

5) The inspection team will inspect the equipment, production instruments, personnel and quality system in the production place;

6) If the inspection result is qualified, the inspector will sample from the finished products;

7) The samples will be inspected and tested in a qualified laboratory according to the corresponding standards;

8) If the product has CB certificate and report or CCA NTR certificate and report, it does not need to be tested but needs to be compared and evaluated;

9) The inspection report issued by the inspection team and the test report or evaluation report issued by the laboratory shall be reviewed by the Certification Department and submitted to the Certification Committee for final decision;

10) If the certification committee decides to authorize it to use the TSE mark, the certificate must be issued after signing the license contract between the applicant company and the TSE

(3) Filling in of application form

Should be completed by the applicant;

If the application form is filled in by the authorized representative of the applicant institution, the authorized representative must submit official documents to prove his identity authorized by the applicant institution;

The application form filled in by the applicant must be for a product or a product type and a place of production;

If the product has more than one place of production, each place of production needs to fill in a separate application form;

If the product has the same characteristics and is produced in the same place of production but has different trademarks, it can be indicated in the same application form. At this time, the manufacturer must provide a declaration of conformity for each trademark.

Tips:

a. The application form and its attachments must be easy to read. Please hand over these documents to or mail them to TSE Certification Department by registered mail, sea transportation and shipping. The address can be obtained from TSE website;

b. The authorized signature on behalf of the applicant also indicates that the information on the form is correct (please confirm the correctness of the information before signing), and the applicant shall be responsible for any error or misleading information;

c. The application form must be in Turkish or English. If the documents are not in these two languages, they shall be translated into Turkish by the consulate of the applicant country or a legally recognized translator in Turkey. The translation and the original will be submitted together.

(4) Administrative additional documents

a. An official document indicating the legal status of the applicant

An application from Turkey abroad requires an official document confirmed by the Turkish Embassy or consulate of the host country, indicating the name, address, scope of activities, representative of the institution and contract authorizer.

b. Signature book of the authorized person of the applicant

If the application is made outside Turkey, it must be confirmed by the Turkish Embassy or consulate.

c. Trademark registration certificate

The certificate must be issued by the Turkish patent office or the protection of the trademark in Turkey must be confirmed by the patent office. However:

——If the trademark of the product has not been protected in Turkey, it can also be temporarily accepted if documents can be provided to show that an application has been submitted to the Patent Office (the period of temporary acceptance may be 18 months at most);

- if the application is from abroad, the document must be confirmed by the Turkish Embassy or consulate;

11. If the ownership of the registered trademark does not belong to the applicant, the trademark owner shall issue a written license (or agreement).

The applicant is allowed to use the trademark. The document must be submitted together with the trademark registration certificate, and the agreement must be verified by a notary.

d. For foreign applications, contract documents indicating the agreement between the applicant and the producer shall be confirmed by the Turkish Embassy or consulate.

e. Registration certificate granted by the designated chamber of Commerce.

f. Advance payment receipt (copies can be submitted).

(5) Advance payment expenses

If the inspection at the place of production is carried out in Turkey, the advance payment amount shall be at least 500 million TL;

If the inspection at the place of production is carried out outside Turkey, the amount of advance payment is 10000 euros; However, if more than one production plant is applied for, an additional € 2500 will be paid for each additional location;

These advances will be kept in TSE finance office or one of TSE's bank accounts;

For foreign factory inspection, the inspection team needs a service fee of 350 euros per person per day;

The cost of factory inspection includes service fee plus travel, accommodation and living expenses;

The cost of the whole certification is factory inspection fee, product test fee and certificate fee;

In addition, institutions qualified to obtain certificates should pay a performance guarantee of 2000 TL for each certified product, which can be paid in cash or by bank guarantee letter without time limit.

(6) Additional technical documents to be submitted

For electrical products, CIG 22-section B form shall be filled in and submitted together with the application form;

For non electrical products, form fr-39-section B shall be completed and submitted together with the application form;

Product type;

Technical drawings / sketches of products (if applicable);

Color photos of the product (appearance, internal details of the product in natural state), including the state in electronic environment (if applicable);

Identification / label samples (must be easily identifiable);

The design or photo of the registered trademark that the product will use.

(7) Documents submitted when holding cca-ntr certificate and report application:

a. Form CIG 22-section B shall be submitted together with the application form;

b. If there is a copy of CIG 23 completed by CCA members, please add ENEC annex for lighting products;

c. CCA test result announcement (NTR) or test result statement. TR) and complete test report form;

d. Test reports including country differences (if applicable);

e. List of electronic components, including reference model / name (list which are certified by which NCB);

f. The nameplate or pattern indicates the information required by relevant EN standards, certification identification and name / code of country of origin;

g. Technical drawings and circuit diagrams (if applicable);

h. Operation manual (if applicable);

i. Product photos or brochures (if applicable);

j. One sample (with the number of test result announcement (NTR) or test result statement (STR) issued by CCA member institutions);

k. The design or photo of the registered trademark to be used for the product;

l. Differences between the submitted products / equipment and the samples previously tested at NCB (if appropriate, write the name of the NCB).

(8) Additional technical information to be submitted for applications with CB certificates and reports

a. Fill in CIG 22-section B form and submit it together with the application form;

b. CB certificate and complete CB report;

c. Test reports including country differences (if applicable);

d. List of electronic components, including reference model / name (list which are certified by which NCB);

e. The nameplate or pattern indicates the information required by relevant EN standards, certification identification and name / code of country of origin;

f. Technical drawings, circuit diagrams (if applicable);

g. Operation manual (if applicable);

h. Product photos or brochures (if applicable);

i. One sample (to be identified by the number of CB certificate issued by body a);

j. The design or photo of the registered trademark to be used for the product;

k. Differences between the submitted products / equipment and the samples previously tested at NCB (if appropriate, write the name of the NCB).

Filling in of application form
