Introduction to TSE Certification

In addition to the CE mark, the government of Türkiye also publishes the "List of Import Mandatory Standards" every year, mainly for food, industrial equipment, vehicles, fire-fighting products and textiles.

For products not covered by EU directives and products not covered by EU directives but still covered by Türkiye's domestic mandatory standards, they must be tested according to the requirements of Türkiye's mandatory standards before import, and can only be sold in the Türkiye market through customs after obtaining TSE certification.

Scope of TSE certification in Türkiye

Household appliances products: household gas cookware, elevator construction and installation safety, household water heaters, stir fry pans, deep fryers, electric cups, small flat bottomed pans, load-bearing resistors, fluorescent lamps, etc.

Building supplies: wood preservatives, rubber, load-bearing wooden frame adhesives, wooden instrument panels, radiators, fireproof clothing, anti height fuses, radiators and convection heaters, fiberboard, plastic piping systems, resilient flooring, building glass, fire hoses, geometric props, durability of wooden products, thick insoluble products, concrete, plaster and cement slurry mixtures, chemical and gas resistant clothing, pigments and varnishes, adhesives, welding, tiles, etc.

Medical products: oxygen inhalation equipment, sound insulation devices, respirators, disinfectors and biological systems for disinfection processes, packaging material systems for disinfecting instruments, blood pressure monitors, dental appliances, disinfected urinary catheters, biological evaluation of medical instruments, crutches, etc.

Mechanical supplies: flanges, copper and copper alloys, underground coal mine riot control equipment, handcarts, valves, gears, mechanical safety equipment, building bearings, industrial processing control valves, woodworking manufacturing machinery, pressure and flow control devices, escalators and passenger conveyors, separators for light liquids such as petroleum and gasoline, smoke and heat control systems, conveyor belts, etc.

Other products: fire detection and alarm systems, toy safety equipment, textiles, multi-functional control devices for gas cylinders, hot water pipes, drainage equipment and sewer pipes, gardening tools, mobile waste bins, portable gas cylinders, fresh fruits and vegetables, leather and footwear manufacturing machines, food and drinking water treatment chemicals, sports equipment, children's products, gasoline fuel, aviation series products, photography, water quality, natural gas, glass containers, etc.

TSE Certification Process in Türkiye

(1) TSE inspection

a) The Ministry of Industry and Trade of Türkiye authorizes TSE of Türkiye Standards Bureau to check the conformity of products requiring CE mark before customs clearance and issue a confirmation letter.

b) According to Türkiye Foreign Trade Standardization Official Gazette No According to 2005/1, products under the control of Türkiye's mandatory standards must pass the inspection of Türkiye's Standards Bureau (TSE) and obtain certification. If the importer claims that its products comply with the corresponding international standards (ISO, CEN, IEC, CENELEC, ETSI), the inspection may be carried out according to the international standards as required, otherwise the inspection will be carried out according to the mandatory standards of Türkiye. The importer can submit the TSE certification certificate to the customs for confirmation.

(2) TSE certification program

1) The applicant shall fill out the application form in accordance with TSE's requirements;

2) TSE evaluates the application and determines whether it is accepted;

3) Assign an inspection team by TSE;

4) TSE coordinates with the applicant to determine the inspection date, progress, trigger plan, and necessary accommodation arrangements;

5) The inspection team will inspect the equipment, production instruments, personnel, and quality system at the production site;

6) If the inspection result is qualified, the inspector will take a sample from the finished product;

7) The samples will be inspected and tested in qualified laboratories according to the corresponding standards;

8) If the product has CB certificate and report or CCA NTR certificate and report, it does not need to be tested and needs to be compared and evaluated;

9) The inspection report issued by the inspection team and the test report or evaluation report issued by the laboratory shall be reviewed and submitted to the certification committee by the certification department, and the final decision shall be made by the certification committee;

10) If the certification committee decides to authorize the use of the TSE logo, a license agreement must be signed between the applying company and TSE before issuing the certificate

(3) Filling out the application form

Should be filled out by the applicant;

If the application form is filled out by an authorized representative of the applying institution, the authorized representative must submit official documents to prove their identity as authorized by the applying institution;

The application form filled out by the applicant must be for a product or a product category and a production location;

If the product has more than one production site, a separate application form needs to be filled out for each production site;

When products have the same characteristics and are produced in the same place of production but with different trademarks, they can be specified in the same application form, and the manufacturer must provide a consistency statement for each trademark.

Tips:

a. The application form and its attachments must be easy to read. Please hand over these documents to or mail them by registered mail, sea freight, or shipping to the TSE certification department, and the address can be obtained from the TSE website;

b. The authorized signature on behalf of the applicant also indicates that the information on the form is correct (please confirm the correctness of the information before signing). Any incorrect or misleading information will be the responsibility of the applying institution;

c. The application form must be in Türkiye or English. If the document is not in these two languages, it should be translated into Turkish by the consulate of the applicant country or a legally recognized translator in Türkiye. The translation and original manuscript will be submitted together.

(4) Administrative Additional Files

a. Official documents indicating the legal status of the applying institution

Türkiye's foreign application requires an official document verified by Türkiye's embassy or consulate in the host country, which indicates the name, address, scope of activities, representative of the institution and contract authorizer.

b. Signature book of the authorized person of the applying institution

If the application is from outside Türkiye, it must be confirmed by Türkiye's embassy or consulate.

c. Trademark Registration Certificate

The certificate must be issued by the Türkiye Patent Office or the protection of the trademark in Türkiye must be confirmed by the Patent Office. However:

——If the trademark of the product has not been protected in Türkiye, it can also be temporarily accepted if documents can be provided to show that an application has been submitted to the Patent Office (the temporary acceptance period * * * may be 18 months);

-- If it is a foreign application, the document must be verified by the embassy or consulate of Türkiye;

If the ownership of the registered trademark does not belong to the applicant, a written license (or agreement) shall be issued by the trademark owner.

The applicant is allowed to use the trademark, and the document must be submitted together with the trademark registration certificate, which must be certified by a notary public.

d. For foreign applications, the contract documents indicating the agreement between the applicant and the producer shall be confirmed by the Embassy or Consulate of Türkiye.

e. Registration certificate granted by the designated chamber of commerce.

f. Advance payment receipt (copies can be submitted).

(5) Advance payment fee

If the inspection of the place of production is carried out in Türkiye, the advance payment shall be at least 500 million TL;

If the inspection of the place of production is carried out outside Türkiye, the advance payment is 10000 euros; But if more than one production plant is applied for, an additional 2500 euros will be required for each additional location;

These prepayments will be kept in TSE's finance department or one of TSE's bank accounts;

For foreign factory inspections, a service fee of 350 euros per person per day is required for the inspection team;

The cost of factory inspection includes service fees plus travel expenses, accommodation fees, and living expenses;

The entire certification cost includes factory inspection fees, product testing fees, and certificate fees;

In addition, institutions eligible to obtain certificates are required to pay a performance guarantee deposit of 2 million 000 TL for each certified product, which can be paid in cash or by an open-ended bank guarantee letter.

(6) Additional technical documents to be submitted

For electrical products, the CIG 22 Section B form should be filled out and submitted together with the application form;

For non electrical products, the FR-39-Section B form should be filled out and submitted together with the application form;

Product types;

Technical drawings/sketches of the product (if applicable);

Color photos of the product (appearance, internal details of the product in its natural state), including the electronic environment if necessary (if applicable);

Identification/label samples (must be easily recognizable);

The pattern or photo of the registered trademark that the product will use.

(7) Documents submitted when applying for CCA-NTR certificate and report:

a. Submit the CIG 22 Section B form together with the application form;

b. If there is a copy of the CIG 23 form filled out by CCA members, please add an ENEC attachment for lighting products;

c. CCA Test Results Announcement (NTR) or Test Results Declaration. TR) and a complete test report form;

d. Include test reports on national differences (if applicable);

e. List of electronic components, including reference models/names (listing which ones are certified by which NCB);

f. The nameplate or pattern indicates the information required by the relevant EN standards, certification identification, and country of origin name/code;

g. Technical drawings, circuit diagrams (if applicable);

h. Operation manual (if applicable);

i. Product photos or brochures (if applicable);

j. A sample (with the number of the test result announcement (NTR) or test result statement (STR) issued by a CCA member institution);

k. The pattern or photo of the registered trademark that the product will use;

l. The differences between the submitted product/equipment and the samples previously tested at NCB (if appropriate, the name of the NCB can be written).

(8) Additional technical information required for applications holding CB certificates and reports

a. Fill out the CIG 22 Section B form and submit it together with the application form;

b. CB certificate and complete CB report;

c. Include test reports on national differences (if applicable);

d. List of electronic components, including reference models/names (listing which ones are certified by which NCB);

e. The nameplate or pattern indicates the information required by the relevant EN standards, certification identification, and country of origin name/code;

f. Technical drawings, circuit diagrams (if applicable);

g. Operation manual (if applicable);

h. Product photos or brochures (if applicable);

i. A sample (to be identified by the CB certificate number issued by Body A);

j. The pattern or photo of the registered trademark that the product will use;

k. The differences between the submitted product/equipment and the samples previously tested at NCB (if appropriate, the name of the NCB can be written).

Filling out the application form

It should be filled out by the applicant;

If the application form is filled out by an authorized representative of the applying institution, the authorized representative must submit official documents to prove their identity as authorized by the applying institution;

The application form filled out by the applicant must be for a product or a product category and a production location;
