PCT certification, also known as GOST certification, is a mandatory safety certification for products entering the Russian Commonwealth of Independent States (including Russia, Belarus, Kazakhstan, Ukraine, etc.) as the GOST logo is PCT. The Russian name is ГОСТ Государственный общесоюзный стандарт, which is the national standard of the entire Soviet Union and serves as a passport for entering the Russian Commonwealth of Independent States.
PCT certification can be divided into GOST-R certification (R for Russia), GOST-K certification (K for Kazakhstan), GOST-B certification (B for Belarus), and GOST-U certification (U for Ukraine) depending on the country.

Compulsory certification is a product certification system with legal mandatory requirements, used to confirm the quality and safety of imported and local products, ultimately forming a mandatory certificate of conformity. In Russia, mandatory quality assurance applies to products that may affect personal safety, property, and the environment, and such products require mandatory certification. For example, all electrical equipment requires GOST R system certification, and there is no doubt that children's products also need certification. If a product or device requires mandatory certification, regulatory agencies and customs authorities will check whether there is a certificate of conformity.
Voluntary certification is an established certification system applicable to products, services, or equipment that are not required to be certified by Russian law. It is generally carried out voluntarily by manufacturers, sellers, or at the request of buyers. The voluntary certification system is equally protected by law as other systems. The main difference between a voluntary certificate and a mandatory certificate is not only the color of the certificate, but also the fact that the voluntary certificate reflects a certificate that has been processed through the "voluntary certification" process and has a corresponding signature. If a voluntary certificate is obtained, only the voluntary system logo can be used on the product packaging. GOST certificates can be divided into single batch, one-year, three-year, and five-year periods. Single batch certificates are suitable for companies that occasionally export. When applying for this certificate, companies need to present contracts and commercial invoices signed with Russian buyers. The continuity certificate can be exported without limit on the number of times, buyers, or quantity within the prescribed period. It should be noted that from February 15, 2013, all products within the scope of certification by the Russian Belarusian Kazakh Customs Union (CU) are required to apply for CU-TR certification from the customs union. As of March 15, 2013, Russia, Kazakhstan, and Belarus have stopped issuing PCT certificates for their old regulations and instead applied for the issuance of Customs Union CU-TR certificates.
