CB certification
CB system (IEC system for qualification test and certification of electrical products) is an international system operated by IECEE. The certification bodies of IECEE member states test the safety performance of electrical products based on IEC standards, and the test results, namely CB test report and CB test certificate, are mutually recognized in IECEE member states. The purpose is to reduce international trade barriers arising from the need to meet the certification or approval criteria of different countries. IECEE is the abbreviation of the organization for qualification testing and certification of electrical products of the International Electrotechnical Commission.
Brief introduction
Development
Initially, CB system was initiated by CEE (former European National Committee for conformity testing of electrical equipment) and incorporated into IEC in 1985.
IECEE CB system is the first real international system for mutual recognition of safety test reports of electrical products. Multilateral agreements are formed between national certification bodies (NCBs) of various countries. Manufacturers can obtain national certification of other member countries of CB system by virtue of CB test certificate issued by one NCB.
CB system is based on international IEC standards. If the national standards of some member states are not completely consistent with IEC standards, national differences are also allowed, but they shall be published to other members. CB system uses CB test certificate to confirm that product samples have successfully passed appropriate tests and meet relevant IEC requirements and requirements of relevant member states.
The main objective of CB system is to promote international trade. Its means is to make manufacturers closer to the ideal goal of "one test, multiple applications" by promoting the unification and coordination of national standards and international standards and the cooperation of product certification bodies.
Term
IECEE means "the IEC system for conformity testing and certification of electrical equipment" – "International Electrotechnical Commission Organization for conformity testing and certification of electrical products". The formal name of CB system is "scheme of the IECEE for mutual recognition of test certificates for electrical equipment" – "IECEE mutual recognition system for test certificates of electrical products". The abbreviated name of CB system means "certification bodies' scheme" – "certification body system".
System scope
The products covered by CB system are within the scope of IEC standards recognized by IECEE system. When more than three Member States announce that they want and support a standard to join the CB system, the new IEC standard will be adopted by the CB system. The IEC standards used are published in CB bulletin and IECEE website.
Electromagnetic compatibility (EMC) is not included in the CB system unless specifically required by the IEC standard used. However, CB system has begun to investigate its members' willingness to conduct EMC measurement together with safety test. The results of this survey will be published in the CB bulletin on this subject.
Relevant institutions
National certification body (NCB) is a certification body that issues nationally recognized certificates of conformity to electrical products. To become a member of CB system, NCB's internal quality system and technical capability must meet specific requirements. An NCB can be divided into a recognized NCB or a certification / recognition NCB according to its qualification.
Approved NCB
An NCB recognizes CB test certificates and CB test reports issued by other issuing NCBs, and takes them as the basis for issuing its own national certificates and marks within specific product fields and standards.
The recognized NCB does not automatically have the authority to issue CB test certificates.
Issuing / approving NCB
In addition to performing the function of recognizing the NCB, the issuing NCB has the right to issue CB test certificates within the scope of its registered standards.
The approval scope of issuing / approving NCB can be greater than its issuing scope. The scope of certification and approval is published in the relevant "scope" area on the website.
CB Laboratory (CBTL) is a laboratory accepted by CB system. It tests one or more product categories and issues CB test reports under the responsibility of a specific NCB. CB laboratory can cooperate with different NCBs in CB system, but when it cooperates with multiple NCBs, it can only cooperate with one NCB for testing of a certain product category (e.g. off).
Certificate Report
CB report is a standardized report, which lists the requirements of relevant IEC standards in the form of an item by item list. The report shall provide the results of all tests, measurements, verifications, inspections and evaluations required, which shall be clear and unambiguous. The report also contains photos, circuit diagrams, pictures and product descriptions. According to the rules of CB system, CB test certificate is valid only when it is provided together with CB test report.
Apply for certificate
With regard to the application for CB test certificate, the following points should be noted:
-The application for CB test certificate can be submitted by the applicant to any "certification / approval" NCB covering the product range.
-The applicant may be a manufacturer or an entity authorized to represent the manufacturer.
-The application may include one or more factories producing products in one or more countries.
-Applicants / manufacturers / factories located in countries without IECEE member bodies are required to pay an additional fee of CHF 150 for each CB test certificate to compensate for the operating cost of the system. This fee will be charged by the NCB accepting the CB test certificate application and will be credited to the account of IECEE.
-The applicant may require NCB to test the products according to the national differences of the countries to which the products are sold.
The following procedures are included for manufacturers to obtain product certification in the target market:
-Applications submitted to the NCB of the target country;
-CB test certificate;
-CB test report (may include country differences);
-Provide product samples to the NCB of the target market when required.
The purpose of requiring samples is to verify that the products are consistent with the products originally tested by the certified NCB, and the national differences have been covered.
CB test certificate and CB test report
National differences
National difference is the difference between a national standard and the corresponding international standard. The national differences of all countries participating in the CB system are submitted to the IECEE Secretariat and published in the CB bulletin.
Organization structure
The CB system is managed by the certification management committee (CMC) and reported to the conformity assessment committee (CAB) of the International Electrotechnical Commission (IEC). Cab approved CMC's suggestions on changing CB system principles, official appointment, finance and IECEE policies. CMC's responsibility is to operate, develop and improve CB system according to the principles of CB system, decide to accept, reject and suspend membership, and decide on new product categories and standards of CB system.
The membership of CMC consists of representatives from Member States, including NCB representatives, CMC executives (Chairman, vice chairman, secretary and Treasurer), chairman and Secretary of test laboratory Committee (CTL), representatives of IEC Advisory Committee (e.g. ACOS), Safety Advisory Committee and Secretary General of IEC.
The test laboratory Committee (CTL) consists of representatives from NCB and CB laboratories. CTL is responsible for processing test procedures and explaining technical requirements, test conditions, test equipment and comparison test. Its main goal is to enhance technical reliability and consistency, which is required for mutual recognition of test results in CB system.
Apply for test
(1) The applicant is the holder of CB test certificate. 1. The applicant can be an enterprise or an agent of the enterprise. In the latter case, the supporting documents authorizing the applicant to handle the application on behalf of the enterprise must be submitted, and the supporting documents that the enterprise bears the same responsibility as the applicant must be provided. These responsibilities refer to compliance with the rules and procedures of Ecee, CCEE articles of association, certification rules and procedures, and relevant national laws of China. Regulations and rules. 2. The application may include one or more manufacturers in the applicant's country, and the products manufactured by these manufacturers will be controlled by the enterprise. 3. When manufacturing the same product in different countries, the applicant shall submit an application for the enterprise he represents in each country. 4. If the applicant is in a non member state of CCB and submits an application for an enterprise agent in a non member state, a surcharge must be paid for each application. The amount of surcharge shall be determined by the Management Committee of IECEE. Unless otherwise agreed, the surcharge shall be collected by the CCEE processing the application, remitted to the IECEE Secretariat and deposited into the account of CB system. Note: sole proprietorship enterprises are treated as foreign enterprises and joint ventures as domestic enterprises.
(II) preparation before application -- when the applicant with legal person status is ready to sell its products to the world market, it shall make it comply with the IEC standards adopted in the CB system (see Table 1) in the product development and design stage, and also consider the differences between the national standards of CCB member States and 1ec standards. Before the applicant submits the application and samples, it is necessary to confirm that its products comply with IEC safety standards and the national standards of relevant exporting countries-- Appoint an officer of the organization to handle the application, sample submission, certification and relevant matters after certification from CB test certificate, and make them understand CB procedures.
(3) Application procedure 1. After completing the preparation of the application, the applicant shall contact the CCEE Secretariat to obtain the CB test certificate application uniformly printed by CCB (see Figure 2). The letter shall state the applicant's name, address, national registration number (enterprise business license number), telephone, fax and the product name, model, specification and trademark to be applied for.
2. After receiving the letter from the enterprise, CCEE Secretariat will send the application form, application procedure and fee requirements to the applicant.
3. After receiving the CB application form and relevant materials sent by CCEE Secretariat, the applicant shall fill in (type in English) according to the requirements of the application form and submit it in quadruplicate (one original and three copies) to CCEE Secretariat as a formal application. The applicant shall keep one copy for filing and pay the required fees at the same time.
4. If the applicant needs CCEE to prove that its products meet the differences between the national standards of China or other countries to be sold and the corresponding LC standards, it may apply for a test report including these differences while submitting the application, and the applicant shall pay additional test fees, which shall be in accordance with the relevant provisions of the charging standard.
5. CCEE Secretariat shall send a notice to the applicant within two weeks after receiving the information and expenses submitted by the applicant, and issue a notice of CB test task to the affiliated CB Laboratory (according to the division of labor of the standby CB laboratory, or decide the laboratory to undertake the task, i.e. the test station, through consultation with relevant institutions).
6. After receiving the notice, the applicant shall send samples to the designated CB laboratory according to the requirements of the notice.
(4) If the CB test certificate is issued and the test results are qualified, CCEE shall issue the CB test certificate to the applicant and attach the original CB test report. If the application contains difference test, attach additional test report.
Fill in the application
1. Fill in the CB test certificate application form in English (typing).
2. The English name of CNEEC shall be filled in between the four small black spots on the top right of the first page of the application.
3. The application date should be filled in clearly.
4. If the applicant and the manufacturer are the same unit, fill in the same name and address in the column respectively.
5. In the column of components used in the whole machine that have obtained CB test certificate, if any, the component name and its CB certificate number shall be filled in.
6. The legal representative shall sign. The name of the legal representative shall be typed in Chinese Pinyin, and the legal representative shall sign in person.
Matters needing attention
Factory inspection is not required;
When applying for CB certification, the countries to be considered for inclusion in the report shall be informed so that the corresponding national differences can be taken into account during the test.
