Introduction to S-Mark certification in Argentina

According to resolution 92 / 98, which came into force in 1998, Argentina implements S-Mark compulsory certification for electronic and electrical equipment with input voltage in the range of AC 50-1000 VAC or DC 50-1500 VDC. The resolution divides the products into four groups and has been implemented step by step since 2001. By August 1, 2004, all products must obtain S-Mark certification before they can enter the Argentine market. Argentina is a member of CB system, and CB certificates and reports are recognized, which can save a lot of trouble of repeated testing and sending samples. Argentine S-Mark safety certification does not need to arrange factory inspection. The applicant shall provide nameplate (including safety warning mark) and operation manual in Spanish. The certification authority's mark shall be added next to the S-Mark mark mark.

Article 92 / 98 provides three stages of safety requirements for the compulsory product certification system: compliance certification, type approval and product certification (S-Mark).

Phase III product certification (S-Mark) is mandatory from the following dates: 1. April 1, 2001 - electronic materials such as:

Electronic components, fuses, wires and other electronic devices

2.1 December 2003 - electronic products such as:

·Electric iron, electric heater, electric tools, refrigerator, freezer, air conditioner, portable kitchenware, electric razor, beauty and hairdressing products, lamp holder and electric lamp materials, electric lamp

3. February 1, 2004 - electrical products such as:

·Lamps, lawn mowers and similar appliances, washing machines, dishwashers, kitchen utensils (excluding portable kitchen utensils), microwave ovens, electric fans, vacuum cleaners and floor treatment related equipment

4. On 1 August 2004:

·All appliances defined by resolution 92 / 98 but not listed above and other appliances (such as IEC 609506006561010,...)

5. 31 December 2003

·All appliances with voltage lower than 50V or higher than 63A

S-Mark certification technical information

1. The voltage of Argentina is AC220V / 50Hz

2. There are two types of plugs: grounded class I and ungrounded class II

3. The plug of the power line shall be verified by IRAM or TUV S-Mark

4. Argentina has three different plugs:

< 250V / 10A class I (IRAM 2073 standard)

< 250V / 20A class I (IRAM 2073 standard)

Argentina S-Mark certification procedure

"Normalization procedure" is some necessary measures taken to make the products available immediately in the Argentine market.

Here are some ways to market products through the "normalization process":

1. Products with power jack

Products using additional power cord sets can be imported to Argentina at the discretion of the applicant. If the power cord is not attached, it must be mentioned in the test report that the power cord group is not evaluated, and it will be indicated on the certificate. If a power cord set is added in Argentina, it is part of the certification. 2. Products with fixed power cord

If the fixed power plug attached to the product imported to Argentina is not approved by Argentine safety regulations, the local seller or importer must replace it with a plug approved by Argentine certification authority. 3. Products without S-Mark mark or correct product volume label

The S-Mark logo can be attached as soon as the product arrives in Argentina, but before it goes on sale. German lein company will conduct simplified factory inspection before issuing the certificate.

Argentina S-Mark Certification Implementation

Article 418 / 2002 was promulgated and implemented on June 3, 2002, which has extended the implementation date of the third phase of the mandatory compliance mark for products covered in Article 92 / 98 of the former Ministry of industry, commerce and mines to December 1, 2002, except for the products that implemented the mandatory compliance mark on April 1, 2001, including electronic components, fuses, wires and other electronic devices. However, for appliances with a voltage lower than 50V or higher than 63A, the implementation date of December 31, 2002 shall still be maintained.

Argentina S-Mark certified products

1. Electric iron, air conditioner, electric heater, portable kitchen utensils, electric tools, electric razor, refrigerator, beauty salon products, freezer, lamp holder and lamp parts, range hood and auxiliary lighting equipment

2. Lamps, lawn mowers and similar appliances, washing machines, dishwashers, kitchen utensils (excluding portable kitchen utensils), microwave ovens, electric fans, vacuum cleaners and floor beauty related equipment,

3. All other appliances specified in Article 92 / 98, such as products conforming to IEC 60950, 60065, 61010 and other specifications.

S-Mark certified additional products

Another new ruling mentioned that after December 31, 2001, the customs clearance letter giving the right to market the product and the declaration of stopping the sale of the product will no longer be issued.

At present, the customs clearance letter issued by the issuing unit can enable the products that have not been tested and certified to be cleared in advance; Within the validity period of three months, the test and certification must be completed. However, this procedure will be abolished on December 31, 2001.

Since 2002, products entering Argentina must be tested and certified products and need to have relevant marks. If the products are sent to Argentina for local test, only the test samples can be imported.

In order to collect these test samples from the customs, the importer must first apply for certification. The issuing unit shall show the confirmation letter and indicate the quantity of customs clearance test samples.
