Introduction to PCT certification
PCT certification is gost certification. Because the logo of gost certification is PCT, it is a compulsory safety certification for products entering the Russian CIS (including Russia, Belarus, Kazakhstan, Ukraine, etc.), and Russian is ГОСТ Государственный общесоюзный стандарт, That is, the all Soviet national standard is the pass to enter the Russian CIS.
PCT certification can be divided into GOST-R certification (R is Russia), gost-k certification (k is Kazakhstan, Kazakhstan), gost-b certification (B is Belarus, i.e. Belarus) and gost-u certification (U is Ukraine, i.e. Ukraine).
PCT certification since the promulgation of the law of the Russian Federation on products and certification services in 1995, Russia began to implement the product compulsory certification access system, which requires that the goods sold in the Russian market must have gost compulsory certification mark: PCT. The issuing authority must be an organization or testing laboratory authorized by the federal agency on technical regulation and Metrology of the Russian Federation. Article 20 of the National Technical Code Law of Russia stipulates that the quality and safety compliance of products is divided into mandatory and voluntary, and the mandatory certificates are divided into three types: GOST-R certificate of conformity( Сертификат соответствия ГОСТ Р)、 Technical regulation certificate( Технический регламент)、 Declaration of conformity certificate( Декларация о соответствии)。
Compulsory certification is a product certification system with legal mandatory requirements, which is used to confirm the quality and safety of imported products and local products, and finally form a compulsory certificate of conformity. In Russia, mandatory quality assurance is applicable to products that will affect personal safety, property and environment. Such products need to apply for mandatory certificates. For example, all electrical equipment need gost R system certification, and there is no doubt that children's products need certification. If a product or equipment needs compulsory certification, the regulatory authority and customs authorities will check whether there is a certificate of conformity.
Voluntary certification is an established certification system, which is applicable to products, services or equipment that are not required to be certified by Russian law. It is generally carried out voluntarily by manufacturers and sellers or at the request of the buyer. The voluntary certification system is equally protected by law as other systems. In addition to the color of the certificate, the main difference between the voluntary certificate and the compulsory certificate is that the voluntary certificate reflects the certificate handled through the "voluntary certification" and signed accordingly. If a voluntary certificate is obtained, only the voluntary system mark can be used on the product package. Gost certificate can be divided into single batch, one-year period, three-year period and five-year period. The single batch is applicable to companies that export occasionally. When applying for the certificate, the company shall show the contract and commercial invoice signed with the Russian buyer. The continuity certificate can be exported for any number of times, buyers and quantities within the specified period of time. It should be noted that since February 15, 2013, all products within the scope of Russian Belarus Kazakhstan Customs Union (Cu) certification are required to apply for cu-tr certification of the customs union. As of March 15, 2013, Russia, Kazakhstan and Belarus had stopped issuing PCT certificates in their old regulations and applied for issuing cu-tr certificates of customs union instead.
