SASO certification
SASO is the abbreviation of Saudi Arabian Standards Organization, namely Saudi Arabian Standards Organization. SASO is responsible for formulating national standards for all daily necessities and products, which also involves measurement system, identification, etc.
Brief introduction
In fact, many SASO standards are based on the safety standards of relevant international organizations such as the International Electrotechnical Commission (IEC). Like many other countries, Saudi Arabia has added some unique items to the standard according to its civil and industrial voltage, geographical and climatic environment, ethnic and religious customs, etc. In order to protect consumers, SASO standard is not only applicable to products imported from abroad, but also applicable to products produced in Saudi Arabia.
The Ministry of industry and Commerce of Saudi Arabia and SASO require all products covered by SASO certification standards to have SASO certification certificate when entering Saudi customs. Products without SASO certificate will be refused entry by Saudi port customs.
SASO certification includes all products used by adults and children in residence, office or entertainment, all motor vehicles and spare parts, and construction products. These products can be divided into the following categories:

Cities in Saudi Arabia adopt low voltage, which is divided into 127 V and 220 V (235 V in Riyadh), both of which are 60 Hz; However, in Mecca and industrial areas, higher voltage is used, including 220 V and 380 V, also 60 Hz In general, households and offices are equipped with 110 V (i.e. 127 V) and 220 V electrical sockets for electrical products with different voltages. Generally speaking, 220 V is used for air conditioners and washing machines, and 110 V is used for small household appliances
Form
1、 Pre shipment compliance verification
This method is most suitable for exporters or manufacturers with very few shipments. Apply for pre shipment inspection (PSI) and pre shipment test (PST) before each shipment. If both are qualified, you can obtain the COC certificate.
2、 Product registration
This method is suitable for most customers. Its advantage is that although each shipment inspection (PSI) is necessary, there is no need to conduct pre shipment test (PST) for each batch of goods. The customer can obtain the registration qualification certificate statement for registration (SFR) by submitting the compliance statement, providing the test report in line with the importing country and relevant international or domestic standards, and stating that the product has met the basic requirements and national differences of the importing country.
3、 Type approval licensing
This method can not only save the inspection fee or test fee before each shipment, simplify the repeated application procedures, but also ensure the delivery time. Therefore, it is favored by some large companies that ship frequently or on a large scale and pay attention to quality and reputation. The exporter or manufacturer's products can obtain the statement for license (SFL) certificate only if they fully comply with the mandatory standards of the importing and exporting country. The certificate is valid for one year. It can be renewed after submitting an updated factory inspection report and paying an annual fee before expiration and reviewed by RLC. For products with SFL certificate, it is no longer necessary to conduct pre delivery inspection (PSI) for each batch of goods, but reduced to a few sampling inspections a year (generally 2-3 times / year, depending on the product status).
Matter
*The test shall be conducted according to SASO / PAI standard or IEC standard + national differences. The requirements of SASO / PAI standard shall be considered separately. There are great differences in some terms. The rated voltage in Saudi Arabia is 220V, 50 / 60Hz (with BS plug) or 127V, 60Hz (with UL plug) (another prototype shall be provided for test); Kuwait voltage is 240V, 50Hz (equipped with BS plug).
*The products prohibited from exporting to Saudi Arabia include weapons, alcohol, tranquilizers, pork, pornographic materials, brewing equipment, fireworks, Christmas trees, masks, videophones, toys and statues showing animals or people, etc.
*Electrical products of Class 0 and class I are not allowed. Tropical temperature: + 45 ℃. The label is Arabic; The plug must comply with SASO 2203 / 2003 (220V), SASO 2204 / 2003 (127V);
*Factory inspection is required for type approval;
*For electrical products exported to Saudi Arabia, the rated frequency marked on the product must include 60Hz;
*The user manual of air conditioners exported to Saudi Arabia must be in Arabic and English; For audio and video products, the user manual must be in Arabic;
The original safety regulations and EMC report must be issued by an accredited laboratory within 2-3 years.
Channel
Approach 1: compliance verification
Before each shipment, the exporter or supplier shall apply for on-site inspection and test before shipment to determine that the products meet the necessary safety, environmental or other criteria specified in Saudi technical regulations.
The COC certificate can be obtained after the results are qualified. This approach is applicable to the situation where the export frequency is not high. If the export frequency is less than three times a year, this approach is recommended.
Approach 2: registration and on-site inspection before shipment
Exporters or suppliers shall provide delivery samples for testing. After passing the test, the products of this model (or series model) can obtain the registration certificate, which is valid for one year. During this period, the registered products only need to be checked on site before each shipment, and the COC certificate can be obtained after the verification results are qualified. (also pay attention to the product labels. The labels of products exported to Saudi Arabia must be directly silk printed on the products, otherwise they cannot be cleared.)
When the registered product changes, it is required to re register the changed model or specification.
The advantage of this mode is that although on-site inspection before each shipment is necessary, there is no need to conduct pre shipment test for each batch of goods.
Note: the registration certificate of this mode can also be obtained according to the iecee-cb test report and certificate containing Saudi standard differences issued by China Quality Certification Center.
Approach 3: quality mark Certificate (QM)
This procedure basically complies with the general requirements of ISO / IEC Guide 28 - typical third-party product certification system, carries out type test and initial factory inspection on the applied products, and can obtain QM certification certificate after passing the inspection. The validity of this certificate is maintained through supervision and inspection in subsequent years.
Under normal circumstances, the products with QM certificate do not need to be tested and checked on site before shipment. Instead, the consistency between the shipped products and the certified products is ensured through data review. After passing the data review, the COC certificate can be obtained.
This method can not only save the time and cost before each shipment, simplify the repeated application procedures, but also ensure the delivery time. Therefore, it is favored by large companies that ship frequently or on a large scale and pay attention to quality and reputation. The exporter or manufacturer's products can only obtain the type approval license after being tested to fully comply with the mandatory standards of the importing country and reviewed by the factory quality system.
