With more and more countries joining the WTO, in order to be in line with international standards, many countries have formulated laws and regulations to limit the technical indicators such as safety, energy conservation and environmental protection of various commodities, which can not only ensure the domestic industrial and market level, but also form a certain technical barrier.

Japan is a country with complex safety regulation system. If foreign products want to enter the Japanese market, they will face a high threshold.

Japanese purchasers must register and declare with the Ministry of economy, industry and trade (METI) of Japan within one month after purchasing goods. All electrical and electronic products within the Denan catalogue sold in the Japanese market must pass PSE certification. Denan of Japan divides electrical and electronic products into two categories: specific products, including 115 products; Non specific electrical products, including 338 kinds of products. Specific electrical products must be inspected by a third-party certification organization authorized by the Ministry of economy and industry of Japan for products and factory test equipment, and the PSE certification certificate shall be issued. The certification shall be valid for 3 to 7 years, and the PSE diamond mark shall be pasted on the products. For non-specific electrical products, the conformity of the products shall be proved by self inspection and declaration, and the PSE circular mark shall be pasted on the products.
Comply with Denan's approach and requirements

According to Denan requirements, products certified by PSE must meet the requirements of relevant safety technical standards. There are two kinds of safety technical standards for electrical products in Japan:

(1) Japanese technical benchmark 1 refers to the technical standard in Japan, which is quite different from the technical requirements of IEC standard and has a unique system.

(2) Japanese technical benchmark 2 is a standard coordinated with relevant IEC standards issued by the Japanese government in 2002, but not all electrical products have corresponding technical benchmark 2 standards.

The manufacturer can choose to carry out suitability inspection according to technical benchmark 1 or technical benchmark 2. After passing the inspection, PSE mark can be added. In general, technical datum 1 and datum 2 cannot be mixed.

The applicant for PSE certification can be a manufacturer or importer.

Denan also requires the buyer's name or ID to be marked on the product, so as to supervise and manage it in the future product sales process.

For products imported into Japan, the safety responsibility is entirely borne by the Japanese importer. Therefore, the importer must keep the test report and inspection records, and can also view the inspection records through the computer network.

How can Chinese manufacturers obtain PSE certification

Chinese manufacturers should first determine whether the products they apply for are within the certification scope authorized by China Quality Certification Center (CQC). Since the authorization obtained by CQC is based on technical benchmark 2, the manufacturer must select technical benchmark 2 to apply for PSE certification. After confirmation, the manufacturer can submit a written application to CQC and submit samples and technical data to PSE certified Laboratory for type test. Since both China and Japan are members of iecee-cb system, the test report can also be directly converted by CB report. After the completion of the test report, the applicant must provide the user manual or assembly manual in Japanese, relevant product structure and parts data, relevant data of the test equipment, factory quality inspection report (including 100% electrical strength test report of the production line, operation inspection record, etc.) and accept the factory inspection arranged by CQC. Through factory inspection, you can obtain PSE certification.
